Back-to-School Starts Long Before the First Bell Rings

As students, teachers, and families prepare for a new school year, excitement builds around fresh classrooms, new opportunities, and the first day of school. What many people don’t see, however, is the months, and often years, of planning, design, and collaboration that take place long before those classroom doors open.
Across multiple Harmony Public School projects, CobbFendley engineers have been working behind the scenes to help create safe, functional campuses that will serve students and their communities for years to come. From designing grading, drainage, water, and sanitary utility systems to allow every site to be prepared for daily operations, these projects help lay the groundwork for successful learning environments.



Each Harmony campus presents its own unique set of opportunities and challenges. Whether working on a new elementary school in San Antonio or another campus elsewhere in Texas, engineers must evaluate every site individually to develop practical, cost-effective solutions. Difficult terrain, shallow rock formations, drainage requirements, and utility coordination all require careful planning and constant collaboration among civil engineers, architects, structural engineers, geotechnical specialists, surveyors, and drainage experts. While every discipline plays an important role, the shared goal remains the same: delivering a campus that functions safely and efficiently from the moment students arrive on the first day of school.



Many of the most important project features are the ones students and parents may never notice. Behind the colorful buildings and welcoming campuses are carefully designed stormwater systems, grading plans that help prevent flooding, utility infrastructure that keeps the school operating, and site layouts that support safe traffic flow during busy pick-up and drop-off times. These behind-the-scenes elements are essential to creating campuses where students can focus on learning while teachers and families can feel confident that safety and functionality were priorities throughout the design process. At the same time, new Harmony campuses expand educational opportunities by providing families with additional school options and spaces that inspire students from the moment they walk through the doors.

Since 2019, CobbFendley has provided on-call development services for Harmony Public Schools, supporting more than 10 projects across Texas. Recent work includes surveying and engineering services for a new Harmony Elementary School on a 26.37-acre site in the Elyson subdivision near Katy, Texas; a Harmony Middle School on a 7-acre site near Richmond in unincorporated Fort Bend County; and a Harmony Middle/High School on an 11.73-acre site, also located near Richmond in unincorporated Fort Bend County.
CobbFendley’s commitment to education extends beyond K-12 campuses. At Texas A&M University, the firm provided development and hydraulic and hydrologic engineering services for the redevelopment of Aggie Park, a 20-acre transformation in the heart of campus. Designed as an outdoor student center, the revitalized space featured study areas, gathering spaces, water features, an outdoor amphitheater, public Wi-Fi, improved infrastructure, and flexible event facilities that served students, alumni, and visitors year-round. Like the Harmony projects, Aggie Park reflected the importance of thoughtful engineering in creating environments where people could learn, connect, and build community.

Whether supporting a neighborhood elementary school or enhancing one of Texas’ premier university campuses, CobbFendley understands that educational projects are about more than infrastructure, they’re about investing in people.
